Summary:

As requested by the President, Dr. Ma Yin-Jiou, a program was initiated to enhance the existing Youth Study Abroad Program for the purpose of improving international understanding among young generations. The new program calls for increasing government funding to support additional 10,000 students to study abroad annually. The new program also calls for recruiting additional 20,000 foreign students to study in Taiwan. This new program was initiated under the title of “Wan Ma Bun Ten” (meaning: Thousands of horses galloping abroad).

President Ma emphasized the need to broaden the vision of today’s young generation for achieving globalism in Taiwan. He directed the new program be implemented through all possible study abroad channels. President Ma further demanded supports from Ministry of Education, Ministry of Foreign Affairs, National Science Council, and Youth Development Commission to join resources to help implementing this initiation. He expects this new program to benefit at least 60,000 students within the next four years.
